Professor Cencich specializes in international crime; the science of law; and the application of law, interdisciplinary crime theories, and forensic science to the practical aspects of modern criminal investigation. 

His current interests are in the areas of:

  • Genocide, War Crimes, and Human Security

  • Equivocal Death Analysis and Cold Case Homicides

  • Socio-Psychological and Forensic Interrogations of Criminal Suspects

  • Gambling Device Examination and Racketeering Records Analysis

A retired Special Agent in Charge with the Commonwealth of Virginia and U.S. Federal Agent (Air Force Office of Special Investigations), John Cencich returned to the United States in 2002 after having completed a 4-year appointment with the United Nations War Crimes Tribunal.  Headquartered at The Hague, Netherlands, he and his colleagues undertook international criminal investigations at the highest level in terms of seriousness, complexity, and the political or military status of the subjects of the investigation. This work included investigations of murder, extermination, rape, torture, and forced deportations.  Special Agent Cencich co-developed the prosecution theory, wrote the investigations plan, and led an international team of senior police investigators on the case against Slobodan Milošević (and numerous other co-perpetrators in the joint criminal enterprise),  for crimes against humanity alleged to have been committed in Croatia. 

Professor Cencich earned the degree of Doctor of Juridical Science (the Ph.D. in Law), summa cum laude, from the University of Notre Dame Law School.  He also holds a law degree from Kent Law School at the University of Kent at Canterbury, England, a master's degree in criminal justice, a graduate certificate in forensic science and law, and a bachelor's degree in organizational management. 

Professor Cencich has received advanced law enforcement and criminal investigative training from the FBI, Scotland Yard, and the U.S. Air Force Office of Special Investigations.  His experience ranges from conducting counterintelligence and anti-terrorism investigations to undercover work and investigating traditional and non-traditional organized crime cases, particularly those involving conspiracies such as bootlegging, narcotics, and illegal gambling enterprises.  He is a court-qualified expert witness relative to the forensic analysis, reconstruction, and interpretation of clandestine business records/gambling devices, and his previous appointments have included the Governor's State Agency Drug Task Force, the Attorney General's Money Laundering and Financial Crimes Task Force, and the Organized Crime Committee for the International Association of Chiefs of Police.

As the Director of the Institute of Criminological and Forensic Sciences, Professor Cencich works with a unique team of forensic and behavioral scientists who provide specialized services and training to police officers, detectives, district attorneys, coroners, public defenders, and others involved in the administration of justice.  These services include:  Cold Case Files; Forensic Psychology and Behavioral Crime; Computer Forensics; Forensic Anthropology; Gambling Device Examination; Fraud Examination; Forensic Analysis, Reconstruction, and Interpretation of Racketeering Records; Criminal Intelligence Analysis; and Forensic Interrogations of Criminal Suspects.
